How to Start
California PACE is a program of the California Enterprise Development Authority (CEDA), a joint powers authority, which acts as bond issuer and facilitates the formation of the assessment district that spans the multiple jurisdictions participating in California PACE.
California PACE is administered by Figtree Energy Resource Company - if at any time you have questions or need our support, please call 877-577-7373 and a Figtree representative will assist you.
If you're ready to fast track your city or county's participation in California PACE, you'll need to identify your type of organization in the first column of the Action Plan charted below. Figtree has developed a phased approach to program implementation to enable cities to participate in California PACE in a streamlined manner. After identifying your organization's classification, use the corresponding row to determine the required Action Items.
Note: Sample resolutions for each action item can be found in the Government section under Agreements & Resolutions.
Action Item #1: County must pass an Associate Membership Agreement to join CEDA.
Deadline: April 20, 2012
To join CEDA, your city or county must pass an Associate Membership Agreement with CEDA. See the list of CEDA Member Counties and Cities below to see if your city or county is already a member.
Action Item #2: Pass a Resolution Authorizing CEDA to Conduct Assessment District Proceedings.
Deadline: April 20, 2012
This authorizes CEDA to include properties within your county or city in the assessment district proceedings for California PACE. In order to make PACE financing available (i.e. levy a voluntary assessment against properties within your jurisdiction), the applicable city council or county board of supervisors must pass the Resolution Authorizing CEDA to Conduct Assessment District Proceedings.
Action Item #3: Pass a Resolution of Consent to "opt-in" to your county’s California PACE program.
Earliest Opt-In Time: May 31, 2012
The Resolution of Consent is passed at the city council level to allow properties within the incorporated city boundaries participate in the existing county program. This streamlined procedure eliminates the need for individual cities to conduct lengthy assessment district proceedings.
